Parapelegic Batgirl and the daughter of Batman and Catwoman welcome a wayward teenage girl in a quest to stop a madman from destroying New Gotham City.

The Birds seek a cop killer that is able to liquefy himself and discover a hidden agenda involving arms shipments. Unknown to them the mastermind is right under their beaks.

However, the Birds are troubled by a series of murders with the unmistakable mark of one of Batgirl's nemesis, Lady Shiva. Lady Shiva holds a personal grudge against Batgirl for the death of her sister eight years ago. Determined to fight Lady Shiva as an equal, Barbara dusts off her Batgirl costume and experiments with technology that allows her to leave her wheelchair. Meanwhile, Dinah frets about a guy at her school asking her to attend the school's annual winter dance whom she confides in her mind-reading powers.
