Gunny delivers Webb to a small rural hospital, and Harm and Mac return to Ciudad del Este (after Harm's hard landing in a forest). Gunny and Webb rejoin Harm and Mac in the city, then they meet again with Hardy, the local CIA man. Sadik, the Islamic drugs-and-arms dealer, kills Hardy's secretary, who has worked as a double agent for Sadik also. While Gunny babysits with Webb, Harm and Mac pursue Sadik, and they even stop a train, but they fail to catch him. Harm and Mac continue to examine and discuss their relationship; Mac predicts that things will never work out between them -- because, she says, each of them wants to be on top, both physically and emotionally. She has joined a Bedouin nomadic tribe and married its sheik. PO LaPorte is also the daughter of a two-star admiral who is the Deputy Director of Naval Intelligence. Bud investigates in Iraq. The PO faces charges of desertion and aiding the enemy; in a preliminary hearing Bud prosecutes, and Mac defends. The judge refers the matter to a general court-martial. Harm makes his first flight for the CIA, aboard a C-130 Hercules with one of his former clients; they suddenly find themselves as field agents in the Philippines, and their visit becomes complicated and extended. They solve the problem overseas, and they get themselves and their aircraft back in the air without harm. Harriet has given birth to another son, named James Kirk (as in Captain Kirk of the Star Trek), and Bud (a Trekkie) and Harriet hold a christening party in their home. Midn. Mike Roberts, with the advice of Bud and Mac and the help of Mac and Coates and despite the advice of Big Bud, gives aid and support to a friend summoned before the honor board at the US Naval Academy. One member of a Marine team became separated and lost during a sandstorm in Iraq, leaving behind a classified piece of radio gear; he hiked alone 200 miles into Syria. He now faces a charge of dereliction of duty; in a preliminary hearing Sturgis prosecutes, and Mac defends; in court some difficult questions come up. Harm flies again for the CIA; he and a co-pilot make a training hop aboard an advanced spy aircraft over the Pacific Ocean; en route, however, they become diverted to a real tactical mission over North Korea, and their flight becomes complicated and interesting. The highest CIA spy in Libya has become uncovered, so the CIA sends in Harm and Beth to pick him up aboard a C-130 Hercules; however, the spy shows up with a large number of his relatives; he demands that they too go, so they take them. However, engine trouble and gunfire raise complications; USS Seahawk, an aircraft carrier, is the only landing site near enough; they land without mishap. Meanwhile a seaman in the Navy has converted to the Islamic faith, and he has become accused of taking part in al-Qaeda activities; the testimony of one witness against him raises legal and moral questions. Sturgis and Bud prosecute, Mac defends, and Sturgis and Mac eventually reach a plea deal. Sturgis continues to wrestle with his feelings about the misconduct case about himself. Catherine Gale turns up pregnant. The fixed-base operator at Harm's airport has changed hands, and Harm meets Mattie, the 14-year-old daughter of the ostensible new owners. Harm and Mattie find common areas of interest; Mattie hires Harm for crop-dusting. Harm visits Catherine's mother, and he makes an unsuccessful attempt to start a relationship with Catherine. The admiral sends Sturgis to the boat to lend a hand; he deals with medical questions as well as legal ones after a viral illness breaks out among the survivors. Sturgis runs into trouble with a US Naval intelligence officer of Korean descent. Harm returns to the Navy and the JAG Corps; he stays in touch with Mattie, and he meets an underprivileged WW2-era Navy veteran with a legal problem. A standoff takes place at a barn near Yuma, Arizona, in which the lone gunman (with an automatic rifle) has taken one deputy sheriff as a hostage and wounded another; a helo gunship from the nearby Marine Corps Air Station intervenes and heavily strafes the barn; Harm and Mac investigate; Mac prosecutes the pilot, and Harm defends him. Harriet receives a call to meet with a general at the Pentagon, then she gets new duties. Bud investigates a Naval Reserve physician, a recently converted Quaker, who had received his medical education at Navy expense, and who, after his reserve outfit received orders to Iraq, suddenly has asked for not only the status of a conscientious objector but also a separation from military service. A Marine lance corporal claims to have shot an Iraqi PoW in the back of his head; Mac and Bud investigate; Bud prosecutes, and Mac defends. The victim was an informant whom the CIA had planted. Harm and the admiral attend a conference and a Navy-Marine all-star baseball game in Los Angeles; during the game a pitcher hits a batter in his head, causing a concussion. The manager of the injured man's team, who is also his father, charges the pitcher with an assault with intent to cause grievous bodily harm; Harm prosecutes, and the admiral defends. Mike offers to escort the younger sister of a fellow midshipman to a dance; the classmate and his sister are black; the brother behaves toward his sister in a strongly protective way; they all work it out together. Chaplain Turner preaches a Christmas sermon, then the gang returns to the HQ to watch a video feed of the USO show in Iraq. A lieutenant in the US Navy approaches a pair of diamond merchants in Antwerp, Belgium, and offers to sell them not only a perfect two-carat stone but also as many others as they want. Meanwhile the gem in Meredith's engagement ring attracts attention and arouses curiosity. The admiral traces its history, then he finds the same lieutenant (at the Naval Research Lab) and arrests him for conduct unbecoming and discrediting the service. Mac prosecutes, and Harm and Bud defend. The evidence presents a lurid story. Further, Harm takes custody of Mattie, and he places two birds in the same nest. A woman Navy ensign has died, and a seaman stands accused of both murder and attempted rape; Harm prosecutes, and Mac defends. Mac, the defendant, and his chaplain all are alcoholics in recovery. A guard overhears a supposed confession by the sailor, but Mac figures out what had really happened. A commander in a SEAL training unit stands charged of fraud and larceny; Sturgis prosecutes, and Bud defends; the accused reveals to Bud that he had embezzled the funds with which to buy stolen goods on a Russian black market -- all for the benefit of the Navy and the USA. A Marine platoon in Iraq takes fire from a hospital (which Iraqi forces have turned into a bunker), and they call in a strike from two carrier-based F-14 Tomcats. The strike destroys the hospital and kills 32 civilians. The Athens Bar Association (in Greece) files a complaint in the International Criminal Court against the President, the SecNav, and others, alleging war crimes and crimes against humanity. The SecNav calls for a team of expert litigators, so the admiral sends Harm, Mac, and Bud. During the trial, at The Hague, a Marine officer (a witness) saves the SecNav from an assailant wielding a knife. The trial turns out well. Mike babysits with little A.J., and A.J. gets away from him in a game arcade, and Mike eventually finds him. An F-18 Hornet crashes on the deck while attempting to land aboard a carrier at sea, and the pilot dies instantly; Harm and Mac investigate, and they suspect suicide. The pilot's squadron commander stands accused of dereliction of duty for his having failed to help the pilot and ground him (because of his expression of his depression and suicidal thinking); Mac prosecutes, and Harm and Bud defend. Suddenly the suicide theory crumbles, then Harm and Bud find the real problem and the person responsible. Bud practices his skills in suicide prevention; he also reaches out to Mike. A battery explodes in Harm's face and deafens him; during his recovery he spends more time with Mattie. Secondarily to the Maravalis case, Mac and Bud become concerned with a disappearance of synthetic diamonds and the tortured death of a CIA agent; they later find some of the stones. Mac again becomes involved with Sadik (a terrorist who trades in weapons, and with whom she, along with Harm and Webb, dealt in Paraguay); after he starts stalking her, she eventually goes to a night club, meets him, goes with him to his pad, enables the Metro Police Department to avert an explosion at the night club, then, as a Marine, engages Sadik in hand-to-hand combat and shoots and kills him. A former corporal in the US Marine Corps, while speaking at a middle school, claims to have received a Silver Star for his actions in Panama in 1989; however, he then faces an accusation of both lying and the unauthorized wearing of an award. The SecNav recalls him to active duty and refers the matter to a court-martial; Harm prosecutes, and Mac defends. While Bud babysits in his office with a venomous Asian snake, it disappears; later Sturgis finds it. After Mac's recent experience with Sadik, she has difficulty in interacting with others; the admiral sends her to Bethesda to see a shrink. Harm imagines that he and Mac have married, they're in an unpleasant divorce, and Mac is about to marry a former client; Harriet is a wealthy socialite, living on her ample inheritance; Bud owns a chain of hot-tub stores, and Mike works for him; Sturgis is the manager and the fiancé of Varese; A.J. and Meredith have married, and A.J. is a civilian prosecutor; Jennifer, a member of a big-ticket fine-art theft ring, has jumped bail; Bud sells a hot tub to Harriet and installs it; everybody and everything comes together at a party at Harriet's new castle, then Meredith foils a theft, and a new light illuminates the events. Mac has prosecuted an angry woman enlisted Marine for drug use; after sentencing (including one year at hard labor) the defendant slugs Mac; afterward she is found guilty of the battery and sentenced to three more years at hard labor. The prisoner is to be transferred to Miramar, California. During an unlikely sequence of events Mac figures out the false positive result on the drug test for which the defendant was prosecuted. Both Mac and the admiral himself start helping. Meanwhile Harm and Bud represent a senior chief petty officer who is HIV-positive, and who receives harsh treatment from his CO. In a local church a Marine general has presented a guest sermon, including certain remarks about the Islamic faith, which some listeners and reporters have interpreted in different ways; that same general has become appointed to a joint position in cooperation with a general of the Iraqi army. A turmoil ensues. A court of inquiry leads to a general court-martial; Mac prosecutes, Harm defends, and a woman TV reporter agitates. Sturgis comes under scrutiny over a complaint of racial bias by a Naval officer of Korean descent about an incident in a previous episode; after discussion between Bud, the investigator, and the complainant, the latter withdraws his gripe. An enlisted Marine dies during an ambush in a village in Iraq; his sister is a schoolmate of Mattie; Harm and Mattie help the mother and the sister of the fallen Marine. The firefight took place due to bad intel from a local source, who disappeared; the same Marine outfit find him and get better intel; then the Marines finish their business in the village in question. The Marine Corps requests an investigation of the failure of the body armor in this case and in several other similar failures; Bud investigates; it appears that there is a problem with the quality of the armor. Harm meets a cynical, annoying TV news reporter, and he makes a deal with him. While Harm and Mattie talk about the fallen Marine, they continue to gain a better understanding of each other. The US Navy seizes a Pakistani cargo ship hauling, in part, 195 kilos of heroin, but one kilo disappears; Harm, already in the Arabian Sea on another assignment, becomes involved; the admiral sends Mac to lend a hand. Also involved is a member of MI-6, the British Secret Intelligence Service. Harm finds the missing kilo, and a SEAL is implicated; Mac prosecutes, and Harm defends; eventually, though, they find the real culprit. Bud helps an enlisted Marine who got a recording contract, but who now is at risk of becoming indebted to the record company for a breach of contract due to the deployment of his outfit. Harriet receives a commendation, then she changes to the inactive reserve because she has become pregnant with twins. Six men have died in a rough sea while trying to rescue a party in a rubber boat; Sturgis investigates. The admiral appears to stay in a happy mood. When he confirms his reservation for his wedding reception at the O Club in Annapolis, he converts it into his retirement party, which turns into a dining out. Harm learns that Mattie's father was not drunk at the time of the wreck; Mattie reconciles with her father. Webb appears to keep his promise to stay in touch with Mac each day while in Germany, but then the surprises stop, and Mac receives word that he has died (in the boat). Due to persistent back pain Mac has a laparoscopy; the news is not good. During the dancing after the dining out, Harm and Mac step outside and have a serious conversation.
