When a drug bust nabs artwork instead of drugs, Crockett and Tubbs enter the underground art scene, but a cop from New York (Michael Chiklis) takes control of the operation to protect the artwork.

Crockett and Tubbs are meeting with a drug dealer, when someone comes in and starts shooting, killing the drug dealer. Later, the shooter strikes again, this time not killing a drug dealer but an old man. Crockett and Tubbs realize that another old man, who was present at the spot where they were meeting the first drug dealer, was the actual target and that the two old men are World War II death camp survivors. They learn that the two men along with a few others were scheduled to testify at the hearing of a suspected Nazi war criminal, who's living in Miami in his old age. Crockett and Tubbs are recruited by a shady government guy who wants them to help bring a South American President, who's also a drug lord, to the US so he can testify against the Cartel. They are told they have to work with a guy they don't trust. But they accept and they go to the man's country but they discover that there are people in his country who want to get him. They eventually get him out but upon returning there are people in Miami who will do whatever they have to, to get the President. Even threatening or intimidating people Crockett and Tubbs work with. Experimental EMP railgun is stolen by the son of Al Lombard, Sonny's recurring frienemy and former mob underboss, who vanished after his boss Librizzi sent hitmen after him. When Al reappears to visit his kid, the hitmen find them.

The team has double trouble, first with a strung out vigilante (Miracle Man) messing up their busts, and second, a TV crew who wants to film it all for a reality TV show.

Sonny has a young cop working undercover at a university to get a professor who is selling drugs and kills people who crosses him. He learns that someone else is investigating the professor. He learns it's a man whom he worked with years ago and had a falling out with. The man says that he has developed a new unit consisting of youthful cops, he offers to let Sonny's man work with them.
