When they check him out, they learn he was a former NCIS agent who was caught stealing evidence and the one who caught him was Vance. Vance refuses to entertain him but Gibbs wants to hear what he has to say. He says the Seaman went to a sports book and robbed the place. They go to check it out but the place was cleaned up. Vance suspects the guy is working them. Later he shows up beaten and says it was Vance who beat him up. Later the SecNav shows up and even though she believes Vance, she advises him to resign to avoid any bad press. Vance decides to get back into the field and work with Gibbs. . When Gibbs proves the man was planning to sell it to people who would use to harm other people. He learns the man called someone in the company Abby went to. Later some men come in and close the building and take some hostages. Abby somehow gets word to Gibbs. He tries to find a way in while Abby tries to slow them down from getting what they want. . A Petty Officer is shot by a sniper. Initially they suspect he was the latest victim of a serial sniper who killed 6 people. But they later learn he wasn't killed by the sniper. An NCIS Agent who specializes in sex crimes shows up and says the Petty Officer was convicted of voyeurism on the ship he was on. And the punishment he got wasn't fair, as far as the victims are concerned, so they think one of the women he violated tried to get back at him. But the investigation later reveals that he could be innocent that someone paid him to take the fall. When the body of a retired navy officer is found, the team goes to investigate. When they learn who he is, Ducky says he needs to be step down. He doesn't say why. Gibbs presses and Ducky admits he joined a group of amateur sleuths who go over unsolved cases. And the Navy Officer approached them to investigate the murder his son was convicted of 16 years ago. Gibbs goes over the murder and it was suspected that another man may have committed the murder but evidence led to the man's son. Gibbs goes to see the suspect who admits the man's father was hounding him to admit to the murder. But he says he didn't do it and that someone's already questioned him. They learn it's one of the sleuths so Gibbs goes to see them but they are obstinate. So Gibbs brings them in and has the team question them. They later tell them something which they then tell Gibbs. When a plane doesn't answer their radio, Gibbs is called in because unless they respond, they will have to be shot down. they learn everyone on board the plane is dead. Gibbs asks Abby and McGee to find a way to get it to land in an unpopulated area so they can investigate. He learns the plane came from New Orleans so he asks Pride to check it out. Pride calls Gibbs and tells him that Abby's brother is among the people on the plane. Abby and McGee get the plane down and they have Abby look at the body they think is her brother. She says it's not him. They think he's still in New Orleans so they ask Pride to find him. They learn that the people on the plane were killed by a toxin. The plane belongs to a tech billionaire. One of the passengers s a Naval Commander who was going to meet with SecDef. Gibbs finds Abby's brother but doesn't want to say anything. The New Orleans team find guns and weapons at his place. He tries to get the other divers to talk but a lawyer from the company they work for shows up and tells Gibbs they can't talk about what they were doing because they signed a non disclosure agreement. They want SecNav to deliver it but Gibbs and Fornell tell her she can't. So her ex-husband offers to go. But after getting the money they don't release the girl and shoot her father. When some MP's are shot, Gibbs investigates. TheMP's are brought to the hospital where Dr. Taft operates. Also one of the shooters is brought in, Gibbs tells Taft he needs to talk to him but Taft says he needs to try and help him as best as he can but the man dies. Gibbs learns the MP's caught some men who were robbing an armory. Taft goes to see Ducky because while he was operating on the man he saw something. They discover that the man has an implant in his arm but the implant is for the leg. They check the serial number and discover that it was implanted in a man who died in Sudan. So they think that someone there is stealing implants from corpses. And since Jeanne Benoit's organization works in Sudan, Gibbs wants Tony to ask her if they can about it. Tony's nervous about seeing her. He and Taft meet her husband who is extremely grateful for him saving him. Apparently Jeanne didn't tell her husband the full extent of their relationship. When a petty officer and her husband who were in Iraq on vacation are killed by a sniper, the team investigates. They learn that the weapon used is American made and issued to marines. They learn that some time back a group of marines who had the weapon with them were ambushed and killed and supposedly all their weapons were destroyed. But Gibbs doesn't think all the weapons were destroyed. So he goes to see the only survivor who is in the VA who claims to have memory of what happened and doesn't want to remember. He then learns that his therapist is Dr. Confalone, the therapist he met recently. who tries to help him with marine but maintains her position as his therapist. They both accuse each other and evidence points to both of them. So they have to investigate more. Tony takes his father out to lunch and he reveals that he's bored because he has nothing to do, that's when a homeless woman approaches them and calls Tony Sr. father. Later, Gibbs informs them that an NCIS agent was killed and when asked who he says Tony DiNozzo. They go there and see the man has false credentials and they surmise that the Senator Tony met is being blackmail by an agent Tony DiNozzo evidently, the man they found. But they later learn he was not the one who was blackmailing the Senator Tony met but was blackmailing another Senator. Another man who is also posing as Tony is the one who was blackmailing the Senator. And they discover another impostor who is blackmailing someone else. The team is called to go to a mortuary because a dead body was found along with a shipment of caskets. They wonder why were they called. That's when Fornell shows up and tells them that along with the body there were two men also with the caskets, escapees from a British prison and one of them is British agent who went rogue and it was NCIS that caught him. Initially Fornell tells Gibbs that the case is his. But when they go back to HQ, Vance and former Director Morrow is also there and they tell Fornell they are taking over. Fornell and the MI6 operative who is helping them locate British spy Jacob Scott are shot. And it is believed that Scott shot them. Gibbs goes all out to find Scott and he is joined by an FBI agent who does things her way. They try to find someone Scott might go to and they find two men fighting one of them is an MI6 operative and the other is Trent Kort.
