Sally, from the Wish-Maker charity, arranges for singer Frankie J Parsons to perform at the ninth birthday party of Graham and Jan's terminally ill daughter Tamsin. Unfortunately Frankie drops down dead, having blown up a balloon for Tamsin. Graham wants to sell the balloon on the Internet as it contains Frankie's breath and pocket the proceeds. Sally and her aggressive assistant Si want the money to go to their charity. As both sides argue Frankie is seen to be alive after all, requiring drastic action. A French scientist Jerome Durand, has created an air burst EMP missile that when detonated, will shut down all electronic equipment within a square mile. He's now believed to be in London working with a British financier, Frank Hastings, on a possible sale of the new system. The French DGSE send an agent, Jean-Luc Goyon, to work with MI-5 but the British government plans to steal the system before it can be sold to anyone. When Harry Pearce's house is burgled by a gang of professional thieves, they also happen to get away with a briefcase of particularly sensitive information including stolen codes. He's not keen on reporting it so he and Tom set out to get it back. However one of the thieves, 14 year-old JJ, has a photographic memory and knows the information by heart. Warwick is suspended but his colleagues return to duty. However CCTV footage of Banjo viciously stamping on a rubbish bin causes public outrage and there are riots and lootings all over the city. Feeling unsupported by their superiors the armed response unit strike, followed by the TSG but Inglis gets them back to work with a down-to-earth, sympathetic speech. Liz is impressed and switches her allegiance from Sharon to Inglis, who ends up getting the commissioner's job and helping quell the riots. Learning of his betrayal by Matt Coward Robbie leads a raid on the journalist's flat and plants dope on him as a lever to retrieve the incriminating footage. However fellow officer Tony, not wanting to get involved, gives the film to Liz, who persuades Inglis to make it public, thus showing police openness and refusal to cover up corruption. Whilst his colleagues go mad at a paint-ball day Robbie broods over the forthcoming enquiry into the night club shooting and, following Miller's funeral, Inglis declares his attention to apply to be his replacement. Liz prefers Sharon, getting her to spearhead the - ultimately unsuccessful - case of a missing toddler and backing her campaign whilst attempting to discredit Inglis by exposing back-handers. The enquiry goes badly, exposing the other officers' attempts to cover for Warwick's fragile mental state and throwing doubt on their account of the shooting. American PR consultant Liz Garvie is hired by Metropolitan chief constable Miller to help the police improve its image. At the same time documentary film maker Matt Coward is shadowing Territorial Support group officers Davina, Robbie and Clarkey at a not very well organized Kurdish protest where Robbie has to be reminded to tone down the abuse because he is on camera. Elsewhere officer Warwick accidentally apprehends an innocent woman whom he wrongly suspected was a drug addict. Liz's introductory speech is interrupted by news that a sniper is randomly shooting victims around the city, her disgruntled assistant Finn, annoyed at being passed over for promotion, almost wrecking her press conference. The sniper turns out to be an embittered divorcee and the Territorial Support group defy Miller's orders by locating and him and forming a stake-out, Warwick taking out the man - who is actually unarmed. Jack rushes to Martha's house after a frantic phone call from her daughter to find that Martha has been shot dead in her bed. DCI Dan Drummond and DS Alisha Brooks take charge but it is Charlie who finds the dead body of Martha's missing husband Adrian. CCTV shows Adrian and a woman taking drugs in a night club owned by step-brothers Mo Jones and Stan Turner who deny knowing him. However Stan is arrested as he has been blackmailing Adrian for police information but released from the murder charge when club employee Rose Harris gives him an alibi.
