Briscoe and Green investigate a shooting rampage in Central Park where all 15 of the victims were female college students. Using the serial number of the gun they've recovered they trace the owner, Dennis Trope, but when the judge dismisses most of their evidence, Jack McCoy has few options open to him. When he learns that the gun could be turned into an automatic weapon using an inexpensive kit you can buy at any gun show, he decides to go after the manufacturer. Despite evidence that the gun manufacturer knew that most of their sales were because of the ease of conversion, it's obvious McCoy is going to have a hard time getting a conviction. Detectives Briscoe and Curtis investigate the shooting death of Doug Bender who is found in the trunk of his car that had been towed by the parking authority. He had been shot at point blank range by a 9 mm pistol. Bender had been convicted of grand theft auto but was out on parole. His wife Millie says he has had a job since his release and has stayed away from criminal elements, something that is confirmed by his parole officer. The police learn that Millie Bender's brother, Max Sheridan, is on the run from criminal charges in Georgia and they suspect he may have contacted his brother-in-law to hijack a truck. The detectives biggest problem is having to deal with two bail bondsmen - bounty hunters - who are after Sheridan for skipping bail. They're not very helpful and when they kill Millie Bender, her baby sitter and put Max Sheridan in the hospital, ADA McCoy decides to charge them with murder and thereby challenges the very broad authority bail bondsmen have in the US. Detectives Cerreta and Logan investigate the shooting of two young men. They were known small-time drug dealers and one had convictions for armed robberies. They focus on one particular shopkeeper, George Costas, after part of his story doesn't check out. They subsequently learn that he was previously involved in shooting a robber and was something of a local hero as a result. It turns out the two dead men did try to rob him and he did shoot them. Costas however then reloaded his gun and ran after them outside his store to finish them. The question for the jury is whether Costas was simply acting in self-defense or whether he's a murderer.
