News of Beaver being in trouble with the police gets back to Ward, which places Ward in a difficult position as being an appointed member of the mayor's committee for the new youth center. But when Officer Medford sees that Beaver is not the boy he caught throwing rocks at the window, the collective have to figure out who it was.
