In Arlington, Virginia, across the Potomac River from Washington, DC, Gibbs and company start investigating the slow, painful, tortured death of a Marine, Pfc. Nick Chandler, who had just returned from Kuwait and arrived from Los Angeles. Ziva receives phone calls and a visit by a man named Michael. Vance sends Gibbs to coordinate a joint gig with the NCIS Office of Special Projects in LA due to a suspected link between two cases; Gibbs takes McGee with him.
