Gibbs has interesting chats with Paloma Reynosa, the head of the Reynosa drug cartel in Mexico, and with others; Tony and Ziva fly to Mexico to return the body of Hernandez and to pick up the bodies of Col. Bell and others and haul them back to Washington, DC; they also meet Gibbs and take him back home. Vance talks with Gibbs, Ducky talks with MAllison, and Gibbs talks with Abby; then Tony, McGee, and Ziva meet an aircraft and arrest a bad guy, who promptly dies in a gunfight. Vance and Gibbs talk in code. Ziva attends an important ceremony, along with the rest of the gang, all except Gibbs and Tony; instead MAllison delays Gibbs, and Tony, on the orders of Vance, goes back to observe and report in Mexico, where he runs into Franks, who says that he can pull a trigger with his right thumb. At the Naval Station, San Diego, California, Gibbs's sailboat, which he gave to Franks, drifts in, unmanned but laden with two bodies; Vance, Gibbs, Ducky, and a local agent investigate; they check out Franks's home (in Mexico) but find nobody. The boat and the bodies arrive in Washington, DC. The gang identify the dead -- enlisted men, one Army, one Navy, both dishonorably discharged, more recently working as functionaries of a large private military contractor. Franks shows up at Gibbs's house with Franks's daughter-in-law and granddaughter (Gibbs's goddaughter). Gibbs and Franks get a bad surprise; Gibbs thinks and reminisces, then he and Franks have a chat. The daughter-in-law's mother arrives in Washington from Iraq; McGee meets her and takes her to the NCIS headquarters. Acting on a report of shots fired, the Metro PD finds the body of Marine Pfc. Emilio Salazar; Gibbs and company investigate. Salazar, 18, had grown up in the same neighborhood where he died; he enlisted four months ago, and he was scheduled for deployment next week; someone at the scene wrote Gibbs's Marine Corps service number in blood. Salazar had a criminal record since age 12; all his offenses were juvenile and gang-related; his body bore gang tattoos. Ducky says that Salazar died slowly after a single round to his chest, and that machine-gun fire strafed his body six hours postmortem. Gibbs calls Franks to Washington, DC, to help find someone; Franks says that Colombia was a long time ago. Gibbs and Franks chase the leads and question the sources; they feel puzzled, but they continue to fit the pieces together; finally they get the rest of the picture while speaking with a gentle, kindly former-Vista volunteer neighborhood social worker.
