Sledge helps Yates get a job as a security guard at Smith Jewelers, but he is discharged after failing to prevent a violent robbery. Despite his limitations, Yates is certain that he can identify the two mask-wearing thieves from their voices. Sledge and Dori are dubious until the store is robbed again by the same two perpetrators and both are shot and killed by the seemingly mild-mannered Mr. Smith. Adam survives the assassination attempt by Angela Wells but while he is in hospital recovering, major terrorist attacks are directed against fuel depots crippling British industry and the standard of living. Just as Adam is released from hospital, some people start to die of a strange bacteriological infection spreading panic in the general population. Working with MI-6 chief Michael Collingwood and one of his agents, Ros Myers, Harry Pearce comes to the conclusion that there is a move within certain parts of the British government and civil service to bring in a new political and administrative order.
