USS Chicago made a port visit to Sydney, Australia, 28 years ago, during the Vietnam War. It appears that, after an altercation at a waterfront amusement park, a petty officer from that ship was murdered; at the same time a seaman disappeared from the Royal Australian Navy. Recently, however, local authorities apprehended a man believed to be the missing seaman; they book him for the old murder. At Brumby's request Harm and Bud fly to Sydney because the prisoner asks to speak with a JAG officer of the US Navy; the accused tells Harm that he is the US sailor previously believed to be dead. Harm has trouble while driving in left-hand traffic. Mac escorts back to Sydney the body, long buried in the US, of the one believed to be the US sailor. Eight years ago a court-martial convicted a Marine corporal, Magida, for espionage and sentenced him to 20 years in prison; the admiral defended him. Magida has escaped, and he now takes the admiral as a hostage in his own office. Magida gets Bud and Sarah also into the admiral's office; he demands that Harm obtain the transcript of his trial, and he complies. At the direction of Magida, a mock trial takes place, retrying the same matter; Mack prosecutes, the admiral defends, and Bud judges. Webb and others add several interesting twists. During a transfer of the Declaration of Independence for a high-tech reconstruction, a group of apparent Marines in an apparent Marine helo hijack the document. The PotUS awards Harm a Distinguished Flying Cross for his accomplishments during a previous story. Maj. Sarah MacKenzie, USMC, joins the JAG gang as Harm's partner; Ltjg. Bud Roberts also joins; the three of them investigate. Special agent Clayton Webb takes part in the search. Sarah has a connection to the leader of the thieves, who disguise as Marines and use Marine tactics and Marine equipment.
