Dragging up a sports car driven from a bridge by two drunk floozies who are all right, the team find the two days old corpse of attorney Rachel Turner, which Horatio was probably the last to see, having met in court and accepted a home dinner invitation from her. He insists turning in his badge and weapon to MPD Detective Frank Tripp during the investigation. Traces at the dinner table, including Horatio's blood, indicate an expert staging after an earlier killing and cleaning. The car drove trough a spike strip, but it's gone, no accident, and the size for a CSI Hummer, traceable from tarmac to airport rental. Horatio's suspicion is confirmed when carpet fiber lures him to a nearby construction site, where never convicted New York serial killer Walter Resden, who locked up children while he tortured their parents to death, planted Horatio's fingerprint on the knife used to kill Rachel, enough for IAB Sergeant Rick Stetler. A man is seen falling from an apartment building, yet the corps found there is not his but Michael Johnson, a resident, who was deeply wounded by an unidentified round object. First subject is junkie Doug Ramsey, who is arrested by Horatio for probably abseiling to break in and steal the $100,000 heirloom ring of the condo owner, Edward Mathis, who is however found taking it back after its sale, insurance fraud. The wounding object is found, a CD recording kinky sex scenes of missing Donna Scott and reputedly strict criminal judge Isaac Greenhill, whose former court clerk is Mathis, who apparently blackmails him. Ramsay claims police abuse, IAB Sergeant Rick Stetler investigates Horatio, but Ramsay's X-rays... Speculating on a link with the judge's major cases, the team finds Donna's corps in a strangler's peat swamp dumping ground, with vomit which allows a DNA trace to Mathis, but Horatio now considers him a mere pawn... During a poker game at the home of the SecNav, an ICE agent, Sherman, dies while on the protection detail; the SecNav assigns the investigation to the NCIS with support from the FBI and ICE. Ziva finds a fly on a wall, Julia (an ICE agent) stomps the bug, Abby expresses displeasure, and Tony finds a severed tongue. Ziva goes up a tree, and Ducky puts a choker hold on Fornell. Ducky says that Sherman died of a stroke. Julia reveals a few details to Tony and Ziva, then Gibbs counsels Julia about withholding details. Tony arranges a meeting with Michael. Gibbs, Fornell, and Julia trace a lead on an invisible man; at his motel room they find his body plus photographs and a floor plan of the SecNav's home; Ducky says that he took a suicide capsule. The SecNav visits Gibbs while he works on his boat. Acting on a clue, Tony goes to Ziva's pad and finds Michael; shortly Ziva arrives and finds Tony and Michael, the latter of whom is dead.
