After another power cut, all Jericho sees missiles in the air, but whose? An Electro-Magnetic Pulse (EMP) has massively shut down electronics. A fast-rising problem may overtake the technical disaster: men, boys, even females become increasingly defensive, possessive and even aggressive, social order and community spirit are in danger of breaking down. Jake is determined to handle it, including horse theft by the Mitch Cafferty gang, but his father the mayor insists the Greens at least must respect the law while trying to uphold and enforce it. Largest farmer Stanley refuses to simply share his crop, and is falsely accused of stealing pesticides. Everone in Jericho was waiting, then suddenly there's a short automatic, probably nation-wide telephone-message from Homeland Security: they are taking over. Shortly afterward Internet, radio and TV are reserved by the military. Jake's mother insists his dad proved his love by fixing everything after Jake left; it's time to tell him the full truth. A power cut is followed by an overload which starts terrible fires all over the place, threatening various machines too, and thus the water supply. The Green men lead the fire fight with fair success. The mayor tells Jake it doesn't really matter what he did in San Diego, he was changed by it from a stupid punk to a fellow to be proud of.
