Jack Gracy, a former security guard at the American Embassy in Russia, has shown up uninvited to a party at the embassy in the former Soviet Republic of Bazrhikistan, where his estranged girlfriend is working. As the two are talking upstairs, a group of terrorists disguised as caterers burst in and take all the guests downstairs hostage. The terrorists are threatening to launch nuclear missles at America if their demands are not met, but they haven't planned on Jack being their to spoil the party.

After being imprisoned for six years on a grand theft auto charge, Rudy Duncan (Ben Affleck) is days away from release as is his cellmate Nick (James Frain) who is is serving a two year sentence on a separate charge. Nick has a number of pictures from a romantic correspondence with a woman named Ashley he has never met but is waiting for his release. Rudy is looking forward to returning to his family and having a fresh cup of hot chocolate. Nick is killed defending Rudy during a prison riot. The inhabitants of Antonio Island, off the coast of Oregon, are about to unveil a statue honoring the four men (Castle, Wayne, Williams and Malone) who founded their town in 1871. Nick Castle is one of the descendants of the men, and owns a fishing charter company, using his vessel, the Seagrass, for tourism. When his girlfriend Elizabeth Williams returns to the island after spending six months in New York, a bizarre series of events begin to occur, including several gruesome deaths and the presence of a mysterious fog. When Elizabeth slips in Nick's boathouse and falls into the sea, she finds an old journal from 1871, written by Patrick Malone, one of the town's founders.
