When National Guard soldier Samantha Harrison returns from the front lines of Iraq, she realizes that none of her training helps her deal with PTSD or the struggles of returning to a normal life. Samantha comes home to find out she's being blamed for a friendly fire incident that killed two Americans and she becomes the target of an obsessed soldier seeking revenge for their deaths. A string of business robberies have taken place in the city's Wilson Heights neighborhood, all done by the same three crooks. Captain Thaddeus Harris is no longer in the same precinct with a certain group of cops that he doesn't like. That's why Harris is so happy to be in the Wilson Heights precinct. But then The Mayor tells Harris that business in the city is plummeting because of the robberies. Since there appears to be a leak in Harris's precinct, the Governor has sent in a team to stop the Wilson Heights gang. Much to Harris's dismay, the team is led by Commandant Eric Lassard, so Harris knows who the team members are -- exactly the cops that he doesn't like. The team members are Nick Lassard, Moses Hightower, Eugene Tackleberry, Larvell Jones, Debbie Callahan, Laverne Hooks, and Douglas Fackler. After years of stability, the lives of octogenarian couple, Craig and Irene Morrison, are slowly beginning to change. Because of changing times and regulations, they are no longer able to make a living from their small coastal New Brunswick farm. And Irene has begun to show signs of early dementia. Against the wishes of their two offspring who still reside in the area and who would like to see more standard care provided for Irene, Craig, the son of a master shipbuilder who inherited his father's building abilities, decides to mill lumber from trees on their property and with it build a more suitable, small one story house on the property in which he and Irene can live. Beginning this project with only a design in his mind, he is encouraged by friends at least to go through the regulatory process of building permits and the like.
