An android fighting-machine (Mario Van Peebles) is charged with destroying a small brigade of rebels in a Latin American war who are fighting to maintain their freedom and protect their village. Contrary to his programming, Peebles decides to stay and assist the rebels in their plight. Having gained this information, his "creators" develop a more powerful android to try and defeat him.

I AM BAD is the voyeuristic story of a serial killer in love. Shot entirely from his point-of-view, we see what he sees, and travel through his life from his brutal childhood to the power he reclaims as an adult when he begins to feel the thrill of killing. Then he meets Anne. She's training to be a psychiatrist. Now his life alternates between the warmth and love he feels with Anne, and the horrific bloodshed he creates in her absence.

When some Russian rebels takes control of some ICBM's, the Americans mobilize. Among the vessels sent is the nuclear sub, the Alabama. But before they leave they need a new X.O. and among the choices is Commander Hunter, who hasn't seen much action. But the ship's Captain, Ramsey OK's him. While on the way, there was an incident and Hunter disagreed with how Ramsey handled it, it's evident that Ramsey doesn't think much of Hunter because Hunter was college educated while Ramsey worked his way up. They're given orders to attack but when they were in the process of receiving another order, the ship's communications were damaged, so the entire message was not received. Ramsey decides to continue with their previous order while Hunter wants to reestablish contact first. That's when the two men butt heads that ends with Hunter relieving Ramsey. Ethical dilemmas arise for Hoyt as well as the audience as questions present themselves as to whether or not Harris' methodology for ridding the streets of South Central Los Angeles of drugs is right or wrong.
