Tucker is a chronic underachiever and a loser. A Vietnam war veteran who just can't seem to keep out of trouble, in the years since his discharge. The only thing he got out of the war was his skill with a rifle. Now, serving a long stretch in prison for murder, he has hit rock-bottom. But one day a man in a three-piece suit visits him in prison, a man he has never seen before, and informs him that he can walk out of prison a free man if he will shoot someone for them, no questions asked.

A chemical spill has caused the occupants of Beverly Hills to be forcibly evacuated. A retiring football player left behind, finds that the toxic gas emulating from the spill is a bogus front for a heist set up by fired police officers out to plunder the city of all its valuables. Finding himself siding with a corrupt cop who was once apart of the plan until he discovered the city's mayor had just been blown away, by one of the chief crooks in charge. Louise is working in a diner as a waitress and has some problems with her boyfriend Jimmy, who, as a musician, is always on the road. Thelma is married to Darryl who likes his wife to stay quiet in the kitchen so that he can watch football on TV. One day they decide to break out of their normal life and jump in the car and hit the road. Their journey, however, turns into a flight when Louise kills a man who threatens to rape Thelma.
