During WWII in England, Charlie, Carrie, and Paul Rawlins are sent to live with Eglantine Price, an apprentice witch. Charlie blackmails Miss Price that if he is to keep her practices a secret, she must give him something, so she takes a bedknob from her late father's bed and places the "famous magic traveling spell" on it, and only Paul can activate it. Their first journey is to a street in London where they meet Emelius Browne, headmaster of Miss Price's witchcraft training correspondence school. Miss Price tells him of a plan to find the magic words for a spell known as Substitutiary Locomotion, which brings inanimate objects to life. This spell will be her work for the war effort. The three soon become friends and get into various adventures together, including cleaning the floor with scrubbing shoes, dodging the "splunks", going down a river in barrels, and helping Pippi with the problem of having to go to a children's home. Littlefoot and the gang meet a shy newcomer, Ali, but the pleasantries stop there. There's a dire environmental theme to this third sequel in the series, in which the world's weather changes beyond the Great Valley, and what had been dry land is now a "land of mists." The shift brings new creatures who push out older inhabitants, and Littlefoot sees these radical changes for himself when he has to venture into the area to find a medicinal flower for his sick grandfather. While the animation is slow and contained the way direct-to-video cartoon releases often are, the story is sound and the now-familiar characters are memorable.
