Harvard Law School graduate Jamie Reagan's family, patriarch grandfather Henry's cop dynasty, proudly attends his graduation from the New York police academy, presided over by his father, chief commissioner Frank Reagan. Jamie's brother, Iraq veteran Danny Reagan, cleverly makes the best of his sole clue, a prototype doll, to find and liberate kidnapped Latino girl Teresa Campos. Alas, Danny blatantly breaks procedure, violating prime suspect Donald Banse's rights. A conviction thus seems impossible to obtain for sister Erin, in the D.A.'s office, unless new, non-poisoned evidence can be obtained. Jamie is able to save fourth user Alyson Duvitz's life by mouth to mouth. It seems an OD, then a bad designer drug. When known dealer Wayne Foster is arrested, after denunciation by school pusher Billy Romero, identified with some help from the archbishop after a talk with alumnus Frank, the lab shows the rest of his batch is clean. Latino street gang lord Pablo Torres is too careful to be prosecuted for his crimes. So Danny and Erin hope to get to him via his 'kid' brother, second chance education teacher and chief Esteban, a brilliant mathematician. The doubly immoral blackmail fails, but Pablo is murdered. Jamie protests when on top of customary hazing, at his age much more unruly, hence paternally spanked Danny reproaches him turning down grandpa's now illegal bludgeon. After Jamie secretly meets FBI agent Anderson in Chinatown, after hours, to decline succeeding late brother Joe as spy in the search for the Blue Templars, he sees triad goons attack a woman, as turns out an illegal prostitute, and intervenes. In the ensuing chase, one of them gets hit by a car and dies. I.A. is instructed to conduct a rigorous investigation as the press might suggest the commissioner's son is getting special treatment, although he merely omitted calling in colleagues on duty, for which there was too little time. Meanwhile Danny, who remembers having needed spankings unlike his golden kid brother, finds a way round the reluctance of potential witnesses and links the case, in which the surviving triad abuser is murdered to shut him up, to prostitution and baby trade for adoption. Danny braves his wife's jealousy to investigate to foxy owner Sabrina's potential motive, only to find it was a ricochet, so King wasn't the target. Jamie is puzzled by another meeting he presumes intended to recruit him for the Blue Templar case and finds his father supportive after telling the job cost him his fiancée. When the skeletal remains of a young boy are discovered buried in a wall during a building renovation, Frank is determined to find the killer himself and close the case that began twenty-five years earlier when he was the detective in charge of the investigation into the boy's disappearance. As Danny and Jackie search for the person who murdered an escort, they uncover that the service for which she worked has a highly placed client subverting the cause of justice. Jamie dislikes the commercial fake romance, like grandpa, as it makes bachelors feel all the lonelier. A rich, divorced couple reports their daughter Chloe kidnapped for a diamond ransom, but after the delivery goes wrong it turns out that was staged with her boyfriend, who is alas found murdered by their accomplice, a drug dealer. Eventually he learns that three wealthy men were the ones who killed him. While he gets one of them to admit to what happened. The other is protecting the other one who was the one who had no remorse about killing him. When the man is released due to lack of evidence, Danny places his career on the line to get him. Jamie politely lays the eager to learn rookie so he can consult the medical examiner's database concerning the alleged suicide of his would be-Blue Templars undercover investigation recruiter. Together, they trace suspect cops like detective Sonny Malevsky and a dirty IA inspector to the present generation, which will stop at nothing to cover up its lucrative crimes, and can't be officially handled.
