FBI agent Clarice Starling has been held out of the field for more than a year since she previously captured and then killed serial killer Buffalo Bill whilst he was holding the FBI Chief Ruth Martin's own daughter hostage intended to be his next skinned alive victim until Clarice put an end to Buffalo Bill's murderous and torturous rampage. Chief Ruth Martin insists against the Psychiatrist's reservations to allow FBI agent Clarice Starling to go back out into the field investigation to solve the most recent murders of three (3) women who appear to be murdered by a new serial killer. Clarice who would prefer to stay in her preferred field as a Behavioral Analyst is pushed by Chief Ruth Martin to go right back into the middle of this new investigation based on her adept ability to understand how these serial killers think and act. In order to prove to Krendler and the VICAP team that she is fit for duty, Clarice must find the psychological key that will unlock a confession from the suspect in the three river murders.

Following the assassination of a suspect, Clarice and VICAP are investigated by Krendlers rival at the Bureau, SA Anthony Herman (David Hewlett). When Ardelia is recruited to assist him, it causes friction between the two friends.

Clarice is drugged and confined to a hospital bed by a serial killer in the medical profession, causing her to experience intense hallucinations.

Clarice and Ardelia team up to investigate a deeply twisted cold case after the body of a missing teenager is found entombed in concrete; Clarice wrestles with the knowledge that Krendler may know the man who attacked her while she was held captive.

ViCAP investigates what appears to be a suicide of a medical student; Krendler secretly collects a DNA sample from the man he suspects attacked Clarice at Woodhaven.

After ViCAP links the River Murders to a pharmaceutical company, Clarice seeks help from Julia Lawson, the corporate accountant for the company, who refuses to work with the FBI, and with Clarice specifically. Also, Catherine goes outside for the first time since her rescue from Buffalo Bill, and Ardelia and Agent Garrett connect with a lawyer they hope will take on the Black Coalition's case against the FBI.

When Ruth recruits Krendler and ViCAP to track her down, Clarice volunteers to be the one to find Catherine before she commits a vile act and becomes a monster herself. Also, Julia continues to assist the ViCAP team's investigation despite the huge personal risk.
