There's more than a bit of office politics going on here as Delk, also on the short-list for the Chief position, may very well be their new boss in a few days time. They quickly identify the shooter as Kevin Mason, a man repeatedly turned down for a paramedic position who may be out for revenge. Why he would attack only two paramedics is something of a mystery, but Brenda and Delk at least see eye to eye on how to handle the FBI with its vested interest. Brenda and the team are on the job when a body is found in Elysian Park. The dead man was obviously dragged behind a vehicle, and there is evidence he was tortured in other ways. Andy Flynn recognizes him as a suspect in a murder case from the 1990s. They were sure he had killed two girls, but their bodies were never found and they couldn't get the necessary evidence against him. The investigation was led by a now retired detective, Joey Olin, who is more than happy to help out on the case that he devoted so much time to without a satisfactory result. Since his retirement, he's kept in touch with the dead girls' families, phoning them on the anniversary of their disappearance and generally keeping an eye on the situation. Brenda and her team investigate the shooting death of Reggie Gray, a gardener who worked at a community center run by Father Jack, with whom Brenda's had previously had dealings. The shooting is peculiar in many ways. Reggie was a reformed gang member, having served his time, and from all accounts was on the straight and narrow. There are no gun casings at the scene and no one nearby claims to have heard any shots. Four gangs dominate the area, and Reggie had recently painted over some gang graffiti, which turns out to be a dead end. At the Medical Examiner's insistence, Brenda and her team look into the death of Jeff Crawford, a recovered drug addict with a $2 million insurance policy, who owed money to his brother Ed and his ex-wife Dana (suing him for back alimony) but who left it all to the church through which he found religion. The police determined that Jeff took his own life, but the autopsy suggests otherwise. Pastor Paul Hicks says he was on the road to leading a good Christian life and living in a church-owned apartment. He had even asked his girlfriend (recovering cancer patient Beth Gibson) to marry him, which she refused to do until she recovered. Brenda, with her own wedding now less than a month away, has her own challenges to deal with, including placating her visiting parents. Brenda and Priority Homicide investigate the death of a woman caught in a major wild fire. The medical examiner determines she was dead before the fire started, as there was no smoke residue in her lungs and her skull was broken. He further believes she may, in fact, have been the fire's epicenter. Police have an immediate suspect in Bill Croelick, an arsonist with a history of setting women on fire. He turns himself in to the police and ably leads them to exactly where the fire began, though denying having anything to do with it. The victim, eventually identified as waitress Linda Harrell, 35, had restraining orders issued against her by different men. Brenda soon begins to wonder just how the arsonist managed to get away, given that the police and fire departments had the area locked down tight soon after the fire began. Brenda and her team deal with the grisly case of a serial killer who seems to have re-appeared after an absence of many years. The cases all have the same type of victim and the same results. Attractive young women - all divorced and recently re-married - are kidnapped and tortured with a cattle prod, among other things, and then dumped nude on the beach along the Pacific Coast Highway. There would always be three victims, found several days apart, with a Roman numeral branded on the heel of their foot. Three victims were found in 1998 and again in 1999 but nothing since. As the police look into the backgrounds of one of the victims, they find exactly where they were tortured and the reason why no one could hear their screams.
