When 5 people who are either Navy or Marine are found dead in a diner, the team goes to investigate. While there Diane shows up and Rebecca Gibbs second ex-wife is with her. Rebecca says she and Jethro need to talk. Gibbs goes home to avoid her but she shows up and says she wants to apologize for what she did during their marriage. McGee informs Gibbs that all five went to the same tax firm. Gibbs and McGee go there and discover that it's empty and there were signs of a shoot out. They learn that blood found there, are all from the victims at the diner. Which means they were killed there and brought to the diner. Later another man is killed. When the body is examined, Ducky points out that the body resembles how Mike Franks was killed. And Abby points out that the diner resembles what happened when Jenny Sheppard was killed. Gibbs is surprised that he must pick a man, Mcgee, to escort brilliant ITC colleague Kevin Hussein, who repatriates his uncle, a professor who died in Moskow. Despite a warning from the Russian government, late terror brain Ari Haswari's national 'fan club president' Yiri mobilizes a team to shoot down the US helicopter on its way to Finland. Suspicious about the Russian lack of cooperation or even disclosure, the home team discovers that the corpse was already repatriated, perform an autopsy and find a memory device inside. Navy lieutenant commander Wallace, a regular personal guest of the president, is found, fatally stabbed, by White House square visitors who report it to parks service sergeant Burt Moore, a hunk to Abby's taste. He informs NCIS, adding there was a recent series of non-violent robberies by a 'gentleman thief', who is soon tracked down and eliminated, being just a penniless criminology student with an alibi. The victim's wedding to Trish however was crumbling, his girlfriend Lara Morgan, an employee of Colford's defense-contracted ICT company, seemingly drowned in a possibly staged car accident. Dr. Mallard is shocked to hear the corpse of a man found with files on various navy officers died in dubious accidents is presumed to be that of his English study buddy Angus Clarke, now a hotel chain owner, whom he never spoke since a bitter romantic row, but finds in autopsy it can't be him. Officially on leave, Ducky informally accompanies Bishop investigating in London, where his first true love Maggie is now a fresh widow and explains she regretted not having chosen him over Angus, and finds Angus's professional right hand a dangerous manipulator. A scientist is killed in gruesome manner. The team investigates, they're summoned by the SecNav to meet them at the Pentagon. They meet with a Russian official who tells them that Mishnev, the man who tried to kill Gibbs is involved. He tells them that one of their scientists who is a friend of the one who was killed is suspected of murder and is now in the US. He wants them to find her. Tim gets his first taste of bossing, albeit it only over fellow nerd Bishop, when Tony puts him in charge on land, himself being aboard a ship with Gibbs for a training, while Bishop needs SciFi fan help to get perspective on her own failure in a combat simulation. A drifting corpse, spotted by Gibbs, is identified as crewman of the freighter San Dominick. When it's boarded by the Coast Guard, whose CGIS Agent Abigail Borin rivals for charge with Gibbs, its captain Tom O'Rourke, who survived an earlier pirate raid, and first mate James Meyer seem oddly uncooperative. After investigating the murder of a retired Master Sergeant, the NCIS team uncovers a fraudulent charity that preys on those searching for missing military personnel. Meanwhile, Bishop agonizes over the results of her probation evaluation, and Tony contemplates adopting stray cat that followed him home.

At the scene of a car crash, Anna Dillon, a former Navy hospital corpsman gives aid to the injured; one (a Navy petty officer) dies, and two survive; Gibbs and company investigate; Dillon thinks that she saw an SUV leaving the site; local authorities arrest her for practicing medicine without a license. Abby confirms a transfer of paint; the gang soon find the owner of a recently disappeared pickup truck. They later find a connection between the dead sailor and the owner of the truck, then find the truck (with a topper) with the suspect, dead apparently of suicide; however, Ducky says that the supposed suicide was a staged one to disguise a prior injury; the team find an oversize wrench, and Abby identifies the killer. Meanwhile Gibbs finds a volunteer attorney for Dillon, whom the parents of the victims vigorously support; the lawyer makes a good deal for Dillon, and Gibbs encourages her to obtain civilian training so that she can help more people. It's Christmas and when someone hacks the Internet shutting it down, there's concern that it could be an attack. So everyone is called in. Gibbs decides to bring all the hackers they arrested and bring them to NCIS to help them. Gibbs puts McGee in charge and he's not sure if he's the right one. They want to help by going online but Gibbs won't let them. When the Internet goes back on they think the worst has passed but Gibbs thinks there's still more. When Gibbs goes back, Vance calls him and sees that Hollis Mann who was an Army CID officer who is now working at the DOD, is there too. A man is killed and NCIS is called. They learn the man was not in the Navy or Marines so why were they called. The police ran the man's name and they were told to call them. When Gibbs arrives, and when he's told the man's name, he says it was the name he used when he went undercover over 20 years ago. They try to find out how the man got the identity. When a Naval Lieutenant who's current assignment is being the aide of an Admiral is found killed in the Admiral's office. The team goes to investigate and wonders why was he killed. Gibbs tells Tony who's been working non-stop for a few days to go home to rest. When he goes home he finds his father there and he tells Tony that the woman he was going to marry decided not to. When Abby examines the crime scene she thinks something is wrong. It's the painting where the Lieutenant died in front of. The painting is a masterpiece on loan to the Admiral but what is on the wall now is a forgery. So they think the Lieutenat was killed to get the painting. Question is how do they find the killers. The team investigates the murder of a woman at a Marine's home. They assume she's his wife but when the man arrives he says the woman is not his wife. They learn she's a grifter who saw the wife was not there so she broke in and was in the process of robbing the place when she was killed. Ducky finds something on her body that appears to be a calling card. McGee thinks Delilah might know what it is. He calls her and she says that it's the calling card of a terrorist she's been hunting but the agent she works with won't let her say more. Gibbs tracks down where the man is staying and they wait for him. But it's Delilah who shows up with other agents. They learn just how much she knew about the man but the agent won't let her say. The team investigates the death of a Naval Petty Officer. Apparently he tried to pick up a prostitute, who was also killed. When they check out him out, they discover his whole identity was false. McGee decides to check his car which is from the DOD motor pool, and find out who got it. The name he gets is a little strange but when Gibbs and DiNozzo hear it, they drop what they're doing and go to MTAC. McGee and Bishop are shut out. When they come out, they tell McGee and Bishop that the name is the code name of an op that Gibbs and DiNozzo are a part that tries to find the one responsible for a bombing that took place in 1979 that killed over a 100 people. DiNozzo is partnered with his girlfriend, ATF Special Agent Zoë Keates, after evidence reveals that the murder weapon in an NCIS case was originally purchased for the controversial ATF sting, Operation Fast and Furious. The team investigates the murder of a Marine Captain. When they get there, they learn that a Sergeant came to see the Captain and when he saw him on the floor he entered and was attacked by a man in a mask. He fought him but he got away. They find some fingerprints and identify them as that of a man from Afganistan who is the brother of a known Taliban member. When they learn the man didn't enter the country legally they assume he's a terrorist. They find him and when questioned he denies being a terrorist and that he killed the Captain. The Sergeant later tells Gibbs he and the Captain got him out of Afganistan and into the country because he helped them. They didn't go through proper channels because his brother would have killed him for helping them. Later in Afganistan a Marine is captured by the Taliban and the man's brother posts a video saying that unless his brother is turned over to him, the Marine will be executed. A Naval ensign crashes her car and dies from her throat being slashed. The team goes to investigate. When they check her out they discover her file is unattainable. It seems she works for Naval Intelligence because of her exceptional computer skills. When McGee gets her computer, it's hard to enter so Cyber crimes sends there best man, Dorneget to help. They eventually learn that the ensign logged on to the net using another man's computer. When they go to the man, he denies knowing the ensign and refuses to cooperate.
